Introduction and background
Employee theft can be defined as misappropriation of resources by employees of an organization. As employees have authority and access to the resources of an organization, the employees may take the goods for personal use and shoplifting may take place by the employees of the organization itself. Several companies have faced huge losses due to employee theft and so they have formed appropriate security programs. Yet the implementation of these programs is extremely difficult as the employees are well aware of the pros and cons as well as limitations and loopholes of the security system installed in the organization. In present times technology is being extensively used through CC TV and security camera installations in most of the present day organizations.
History and relevance to managing staff
Security is one of the needs identified in the Maslow’s theory of needs where in after completing or fulfilling basic needs human beings then look at fulfilling their safety and security needs. As the world gets more and more complex, security needs to be stronger. There are different levels of security that exist and this includes personal security, domestic security, national security and international security. The history of security ranges from simple police protection to the complex technological crime and required information systems security in the present digital era (DeSimone, R. L.,Werner, J. M. & Harris, D. M, 2002).
The emperors and kings had soldiers to protect them from enemies and fight during wars. This can be traced as the first and foremost aspect of personal security. This was followed by colonization, the administration of which gave rise to the police force and rules and regulations. This slowly developed and grew into the concept of police being assigned for taking care of specific government buildings and property s well as important people. When this changed to being used for personal purpose it took the form of personal security. The present personal security system has grown into a fully fledged profession and is of great importance to people. In this way the system of personal security and its responsibility being given out to security professionals came into being.
The corporate culture and HRD programs as well as the aim to ensure better development of ethics in an organization has led to formation of formal programs to manage employee theft. Human Resource Development is an on going and continuous process which is done in a planned manner, hence it is a process not just mechanism or technique. The different mechanism involved in human resource development are performance appraisal, training, counseling and organization development interventions which are implemented to initiate, facilitate and promote this process in continuous way. The main purpose of human resource development is to acquire or sharpen capabilities which are necessary to perform various functions associated with the present or expected future role and ethics is also an important part of their development.
When the employees of the organization, which forms an important asset of an organization, begins harming the organization, then it is crucial that policies be formed to avoid such incidents including employee theft. The effective management of human capital is pivotal to any organization which has ability to survive and thrive. In case of Wal-Mart, high security measures and supervision measures have been effectively implemented. In case of Burberry, as high value goods are used, the employees are provided freebies and this helps reduce temptation to steal. Moreover bar coding has been used by both the organizations even in inventory processes so that employee theft can be reduced to the minimum possible.
Several measures should be taken in the initial design of a security plan to ensure personal security within an organization. Private security is an extremely important aspect of safety of individuals as well as organizations. It is very important and required for the protection of life and property. It is essential that these norms are well defined in order to enable them to function or operate in full capacity as well as take charge of protecting the people from crime in case of emergencies and unforeseen or immediate cases and situations. This can benefit the society at large by providing an increased level of security for people and property. They would assess their man power, training being provided, past records of the people, including the owners as well as their backgrounds. So these programs help in achieving better rates of retention. A human resource manger effectively guides and manages the overall human resource services, policies and program and this is also the responsibility of the HR managers. It has helped organizations save few thousands of dollars by reducing employee theft and helps maintain better ethics in the organization. The negative impact is creation of fear and employees being over conscious of being watched all the time by cameras. It may lead to a stressed work environment.

In this way, as it is extremely consistent with the ethical beliefs and principles as well as moral values of the western society, utilitarianism has had great popularity in American and Western culture. The people understand and accept the need for doing things that are beneficial not only o them but is also right for the society in general and can help them improve the society. In this way several protection mechanisms as well as ethics become essential to ensure complete security in an organization (Smith, A, 2002).
Ethical policies can also help minimize unethical practices which are capable of jeopardizing security to a great extent. Ethics and social responsibility are crucial for businesses and beyond profits since this has a long term impact on the society. Ethics and social responsibility is an essential element of all businesses. Business ethics refer to the usage of right practices and decisions in business. Business ethics helps ensure that there is no harm or injustice done to the society. It is extremely important that ethic be followed. It is very crucial that ethics is adopted in all avenues relating to finance and that transparency is maintained so that trust and goodwill can be earned. If each and every employee understands the ethical policies of the firm and is also trained to adopt them in their daily transactions, then it would be possible to enhance internal security in ABC corporation to a great extent.

This concept has dual benefits as it helps the organization to have sustainable business and enhanced growth with increased stakeholders and with theses benefits this concept also contributes to society as a whole and making the world clean, green and peaceful place to survive. Companies have now become more aware about the importance of corporate social responsibility as it is beneficial for their businesses as well as for the welfare of the society. Organization’s who are more inclined towards Corporate Social Responsibility are the one’s who are enjoying good financial position, increased number of stakeholders, enhanced reputation, high turnover and innovation.

Ethics and laws form a major element to ensure security in an organization. Every profession and organization has to be administered by rules and regulations. It has been expressed that though there are several rules and regulations for administering an organization, yet they are there because they are all necessary and without them there could be danger caused without any liability and answerability to lives of humans and the organization. Hence rules and regulations in organizations become important and necessary. It is essential that these rules and regulations be implemented in USA so that it can be ensured that there is adequate safety for all employees in a circus as well as for the information being used in the organization. Fair and kind treatment can be ensured by this (Jakupec, V. & Garrick, J, 2002).

The criminal justice system plays an essential role in the present society since it helps ensure the creation and establishment of an appropriate social institution. Social institution refers to the group or set of norms set up by the society which help determine as to what kind of behavior is right and what kind of behavior is wrong. It also refers to a group of social positions which define the role of a person in the society. It is a system of values in the society. The role of judges and the judiciary is very important. As the system is based on the formation of laws that are a part of case laws, the role of a judge is fulfilling and satisfactory.
